You can only buy a maximum of $20 dairly per person per trip - no age restriction. That includes: Milk, Butter, Cheese...basically anything from a cow. If you go over the $20 there is very high duty rates of 240%, in comparison the duty on hard liquers is only 140% if you are not duty exempt. So only spend $20 per trip and declare everything you purchase every time.
